The registry is operated as a neutral infrastructure layer. It is not a marketing site, a casino product, or a complaint forum.

What we record
- Withdrawal availability per operator × market × method.
- Deposit availability for the same matrix.
- Declared payout windows when operators publish them.
- Active and resolved payout incidents.
- Source type, source reference, timestamps.
- Confidence labels and sample sizes when applicable.
Where this fits
PayOutIndex is part of an infrastructure family. License truth lives elsewhere; market and operator truth lives elsewhere; slot and demo metadata truth lives elsewhere. PayOutIndex carries payout observability truth. Other surfaces may consume it; the registry itself remains neutral.

Current scope
PayOutIndex is an admin-controlled registry with public read-only pages, an admin panel for declared-data and incidents, an audit log, and brand-program access. Operator brands may submit structured payout data through a moderation queue; nothing is published without admin review. User reports, public APIs, and embeddable widgets are deferred to later phases.
